Initial scan of policy/issues relevant to autonomous vehicle development and deployment

This document supports forward-planning, additional research initiatives, and public consultation by transport officials and other relevant stakeholders by summarizing a pilot policy scan of national autonomous vehicle regulation and initiatives. It explores concerns influencing contemporary government policies. Three are shared internationally: safety and ethics, liability and insurance, and policy for ageing communities. Policy profiles for USA, Singapore, and the EU are used to show the impact of different policy priorities and ways of addressing these. These policy profiles can support debate about the direction or directions that New Zealand policy makers should take when planning for future transport systems.
